Spain’s Proposed Regulations

The EU Commission has three months to review this draft.
The draft could be disastrous for the nicotine pouch industry and consumers. Why? Because it will mean that almost all nicotine pouches will no longer be legally sold in Spain.
The draft nicotine pouch regulations have already caused an issue. Sweden, Greece, Italy, the Czech Republic, and Hungary have all declared a formal opposition on the grounds that it will disrupt the free flow of goods across EU borders.
That’s a core principle of the EU single market.
The proposed regulations would include a nicotine limit of 0.99 mg per pouch. That’s significantly less than most countries and pouches on offer. They range from 1.5 mg to 20 mg (although they can go higher).
In addition, Spain proposes to eliminate all flavours other than tobacco. This may make the pouches less appealing to young people, but it will have the same effect on adults.
In other words, it will make it less appealing to switch from cigarettes to the nicotine pouch option which has fewer health risks than smoking.
